to carry that out.

name ought never be drawn into public controversy.
Eleven: Our public relations policy is
based on attraction rather than promotion;
we need always maintain personal anonymity at the
level of press, radio, and films.

Ten: Every service responsibility should
be matched by an equal service authority,
with the scope of such authority well defined.
